erm... that has no relevance with my question.
just check the end user license agreement (eula), it should outline proper use
that doesn't tell me however if it is illegal to install in the u.s. on linux.

well, sure it does.
if you are installing it on a reverse engineered compatibility layer like wine, then maybe not. i haven't read the eula in a while.
but if you installed dx9c on a virtualized xp install running on a linux host, then that's probably fine.
it is free software that most modern video cards require for use. it would not make sense for it to be illegal on a different operating system. unless you plan on selling direct x for linux, i say it is legal.
well seeing as you can't - really it's irrelevant. now wine is an application layer for linux that seeks 100% compatibility with directx, and is legal.

to the op, you cannot install direct x on linux. if you have found a way, then you are going to be the hero of thousands (millions?) of linux gamers. if you are refering to vmware, also not possible. vmware cannot create a virtual 3d-capable graphics card, so you don't get any 3d acceleration for the client os.
